Whilst I agree it shouldn't be an inmate who tells the family. A few points here . Was it really 40mins after him being declared dead?
Small matter of it being done on illegal phone which the inmates should bloody have in the first place.
With the best will in the world if other inmates are aware and have a phone they could be ringing before an officer has even got to the office to pick up the phone.
To my mind it's another poor attempt to slate the service and makeke it look like officers don't give a shit about inmates

This is why when things like this happen in the military a blanket ban (system is taken down or jammed) is placed on all forms of communication until the concerned parties have been informed

It’s the same in the oil industry too. All communications go down until families etc are informed. Must of been terrible for the lady concerned.
